Allow their waste trucks to drive around with unsecured loads going at speed on the Interstate Highway system. Sections of shingles, being fairly flat, can achieve lift with very little effort. So the shingle sections, probably containing nails, fly all over the interstate, hitting cars, landing on the pavement and creating general havoc.
